Provisions in Stimulus Package Make Government Spending Plans More Transparent

Though not perfect, the American Recovery and Reinvestment Act of 2009 – better know as the stimulus package – may provide some great opportunities for distributors, according to Dr. Adam Fein of Pembroke Consulting.

In his recent MDM Webcast, sponsored by Infor, Fein identified more than $200 billion included in the bill that could directly impact distributors. The key: knowing where to look, Fein says. And, provisions in the stimulus package may make that easier than you thought.

The requirement is that the use of all the funds is transparent to the public, and the public benefits of these funds are reported clearly, accurately and in a timely manner,” Fein said during the Webcast. …

While we see a continued sharp fall in the ETI, the decline was not as strong as in the previous four months, suggesting that the most intense stage of job losses may be behind us, said Gad Levanon, senior economist at The Conference Board. “However, the drops in each of the eight components of the ETI in March signal that many more jobs will disappear over the next several months.”

The 20-month-long decline in the Employment Trends Index is seen in all eight of its components, most notably over the past six months in temporary-help hires and part-time …

The Institute for Supply Management report read: "The rapid decline in manufacturing appears to have moderated somewhat, as the PMI remains in the mid-30s for a third consecutive month. While the PMI is slightly higher in March, the New Orders Index offers greater encouragement, as it rose above the 40-percent mark for the first time in seven months.

"The Production Index showed no benefit as yet from the improvement in new orders, as it continued to decline at a rate similar to March. The rate of decline in the Employment Index slowed slightly, and the same held true for the Prices Index. A special question was asked …

Legal Risks in Layoffs

In doing research for an article on downsizing to be published in our next issue of MDM April 10, I came across this piece on the WARN Act from Fisher & Phillips LLP. MDM has tapped Fisher & Phillips as a source in the past for some of our articles on legal issues employers face.

As the author of this timely article points out: "When times are tough, the last thing a struggling business needs is a class-action lawsuit claiming the former employees are entitled to 60 days’ additional pay under federal or state law."

The federal WARN Act (Worker Adjustment and Retraining Notification Act) governs how employers handle laying off large …

No more. These are exceptional times and companies need to proactively manage morale like never before.

This 60-minute conference will lay out the five most common mistakes companies make that kill employee morale in difficult financial …”

New-Home Sales Climb: Has the Market Hit Bottom?

For the first time in seven months, the Commerce Department reported that new-home sales increased 4.7% in February to a seasonally adjusted rate of 337,000 units. It’s still a long way from where sales were, but Joe Robson, chairman of the National Association of Home Builders, is taking it as a sign that the market is finally hitting bottom, according to a statement posted to NAHB.org.

One possible contributor to the upswing: Prices finally may be low enough to draw buyers back into the marketplace for new homes. According to the S&P/Case-Shiller Home Price Indices released on Tuesday, prices for new homes continued to fall in January to lows not seen since 2003 (based on the composite indexes). The 20-city composite index has fallen 19% since January 2008; it …

Responding to Delayed Hospital Spending, Cardinal Health Cuts Costs

Drug distributor Cardinal Health, Dublin, OH, says that when it spins off its Clinical and Medical Products businesses later this year it will reduce its global workforce by 800 over six months and eliminate an additional 500 positions through normal attrition and not filling open roles. The distributor also plans to implement cost control measures and reductions in discretionary spending.

The actions are in response to a "delay in hospital capital spending" specifically, and the decline in the global economy generally, according a press release.

Cardinal said back in January that the spending delay is only a "temporary concern," according to an article at WSJ.com.
